FTC Urges New York Not to Shield SUNY Upstate-Crouse Health Merger from Antitrust Scrutiny

The Federal Trade Commission urged the New York state to deny a request for a certificate of public advantage (COPA) by SUNY Upstate Medical University and Crouse Health System, which announced merger plans in August.
