Improving Access to Whole-Person Care: The CMS Behavioral Health Strategy and 2023 Payment Changes

The 2023 Medicare Physician Fee Schedule Final Rule offers several opportunities for providers to redesign care delivery to foster greater access to behavioral health services and to continue to integrate behavioral health services as part of the delivery of whole-person care. These developments support the Centers for Medicare & Medicaid Services (CMS) Behavioral Health Strategy (Strategy), a multi-faceted approach that highlights access to prevention and treatment services for substance use disorders, mental health services, crisis intervention, and pain care while further enabling integrated, coordinated care. The Strategy also aims to remove barriers to access, informed by data, as part of the overall effort to support a person’s whole well-being.
