The No Surprises Act (Act) seeks to protect patients from “surprise medical bills” for out-of-network emergency care, and care performed by nonparticipating (i.e., out-of-network) providers at participating (i.e., in-network) facilities. The Act was a product of significant compromise among numerous health care stakeholders, including—in addition to the patients themselves—the nonparticipating providers delivering services to the patients and the payers covering these services.
This Toolkit provides an analysis of the Act’s sections and an identification of the stakeholders (Patients, Providers, Payers) more likely to benefit from or be burdened by the Act’s various requirements.
