Twenty-five states and the District of Columbia have sued the Trump administration over its approach to implementing Medicaid work requirements, alleging that a Centers for Medicare & Medicaid Services rule (CMS) interim final rule unlawfully narrows the exemptions Congress included in the tax and spending measure enacted last year.
