The Department of Health and Human Services Office of Inspector General (OIG) ruled out administrative sanctions in connection with a physician owner’s bona fide estate planning strategy to transfer his ownership interests in an ambulatory surgical center (ASC) in anticipation of retiring from the practice of medicine.
