Federal Government Remains Shuttered as Court Pauses Layoffs

The partial federal government shutdown looked no closer to ending this week as the Senate continued to fall short of the 60 votes needed to pass a continuing resolution (CR) that Democrats insist must extend expiring Affordable Care Act (ACA) subsidies. Republicans argue the extension should be addressed separately from the CR.
