Senate Effort to Restore Expanded Public Input on Agency Regulations Falls Short

An effort to reverse a recent Department of Health and Human Services (HHS) to no longer require notice-and-comment rulemaking for regulations related to “agency management or personnel or to public property, loans, grants, benefits, or contracts” failed in the Senate with a 50-50 vote on December 18.
