Eighth Circuit Holds Federal Law Preempts North Dakota Statute Regulating Ambulance Provider Out-of-Network Billing

The federal Airlines Deregulation Act preempts a North Dakota law that prohibits air ambulance providers from balance billing out-of-network insured patients and from selling subscription agreements to insurers, the Eighth Circuit ruled March 17.
