Effort to Restore Longstanding Policy for Expanded Public Input on Agency Regulations Advances in Senate

An effort in the Senate to reverse a recent Department of Health and Human Services (HHS) decision to walk back a long-standing policy that required notice-and-comment rulemaking for regulations related to “agency management or personnel or to public property, loans, grants, benefits, or contracts” cleared its first procedural hurdle with a 50-49 vote in the Senate on December 10.
