On July 4, 2025, H.R. 1, commonly referred to as the “One Big Beautiful Bill Act,” was signed into law. H.R. 1 implements major changes across various industries, with a significant focus on tax policy, immigration, and health care. In brief, changes in health care include substantial cuts to federal spending regarding the Affordable Care Act (ACA) and Medicaid/Medicare programs at both federal and state levels. It is speculated that these cuts will strain the health care system, which could result in furloughs and mass layoffs in the near future. This article provides considerations for employers confronted with the possibility of conducting mass layoffs.
