On July 30, 2025, the White House, along with the Centers for Medicaid & Medicare Services (CMS), announced the launch of the Health Technology Ecosystem (HTE), a comprehensive effort to modernize the digital health landscape. While the federal government has long recognized and taken steps to modernize and ease the sharing of patient and health care data between stakeholders, it primarily has been limited to traditional clinical care providers. From the passage of the Health Information Technology for Economic and Clinical Health Act (HITECH) in 2009 to the publication of CMS’ Interoperability and Patient Access final rule in 2020, sharing patient data has been a gradual process. CMS’ new initiative aims to foster a more interconnected, patient-centered health system by expanding data sharing beyond traditional clinical settings into the wellness and digital health sectors. The HTE is CMS’ attempt at “taking bold steps to modernize the nation’s digital health ecosystem with a focus on empowering Medicare beneficiaries through greater access to innovative health technologies."
