Overview of the CMS Request for Information to Strengthen the Medicare Advantage Program

The Centers for Medicare & Medicaid Services (CMS) released a Request for Information (RFI) due by Wednesday, August 31, 2022, seeking input from stakeholders on how CMS “can strengthen Medicare Advantage (MA) in ways that align with the Vision for Medicare and the CMS Strategic Pillars.” CMS also seeks to align the MA program with its health equity priorities described in the Advance Equity Pillar of the CMS Strategic Plan, CMS Framework for Health Equity 2022–2032, CMS Diversity, Equity, and Inclusion Strategic Plan, and CMS Vision for Medicare. Broadly, CMS requests stakeholders share data, protocols, initiatives, and insights related to areas that impact MA: plan growth, costs, coverage expansion, and supplemental benefits to improve outcomes through person-centered care for the 29.5 million Americans enrolled in MA plans. Stakeholder feedback regarding evidence-based care models and value-based payment arrangements from experienced MA plans and community-based organizations will support CMS’ work to develop innovative, affordable, and patient-centered solutions in the MA program to ensure the Medicare trust fund, which will otherwise soon become insolvent, remains sustainable.
