U.S. Court in Massachusetts Says Federal Law Preempts Puerto Rico Operating Standards for Medicare, ERISA, and FEHB Plans

The U.S. District Court for the District of Massachusetts held March 8 that new standards for operating health plans in Puerto Rico were preempted to the extent they applied to plans already subject to Medicare Advantage or Part D, the Employee Retirement Income Security Act (ERISA), or the Federal Employee Retirement Income Security Act (FEHB).
